I have had the honor to serve multiple terms on the Oak Ridge Town Council. As such, I am proud of my record of public service. I’ve championed practical solutions to our problems which build a thriving and connected community.

Here are some highlights of what I’ve been able to accomplish and what my vision for the future of our town looks like!

Delivering Results:
Jim Kinneman’s Record on Council

  • Led efforts to build sidewalks in the town core, improving walkability and community connection

  • Strong early advocate and key supporter of the town’s first municipal water tower and water main, helping lay the foundation for long-term infrastructure growth.

  • Expanded public Wi-Fi access in town parks and public areas

  • Launched live-streaming of public meetings, increasing transparency and civic engagement

  • Developed one of the region’s most transparent and generous youth sports funding models, supporting families and the Oak Ridge Youth Association (ORYA)

  • Limited intrusive cell tower development, protecting community character and resident concerns

  • Strengthened park security systems, improving safety and accessibility

  • Promoted thoughtful land use and development

  • Championed the Tree City USA designation, encouraging environmental responsibility while building public buy-in

  • Consistently promoted transparency, fiscal stewardship, and long-term planning in all council decisions

Looking Ahead: A Vision for Oak Ridge’s Future

Jim is running for re-election to finish what he started and to protect the progress Oak Ridge has made. His priorities for the next term include:

  • Expanding the sidewalk network—especially to the east side of Highway 68

  • Continuing to build out the municipal water system–setting the stage for our town’s future

  • Developing a fiscally responsible Phase II for Heritage Farm Park–expanding our recreational offerings to citizens

  • He will also continue to champion:

    • Practical infrastructure that serves residents without overburdening taxpayers

    • Responsible governance and long-term financial stewardship

    • Transparency, civic access, and open communication

    • Programs that support families, youth, and community life
